The California governor announced publicly that the Trump administration's Justice Department has opened an investigation into him and his wife, Jennifer Siebel Newsom — and he came out swinging with characteristic aggression, accusing the president of weaponizing the federal government against a political rival.

"Today my wife and I joined Donald Trump's hit list," Newsom said in a video posted to X. "He has directed his Department of Justice to investigate us. In recent days, federal agents have knocked on the doors of family, friends, and former employees. Not because they found a crime, but because they're simply trying to find one."

Newsom framed the investigation as a politically directed hit job ordered from Washington. But according to a source who spoke to PBS NewsHour, there are at least two ongoing probes into those close to Newsom that originated with prosecutors in California, not in Washington, D.C. — suggesting the investigations may have predated any directive from the Trump administration.

Separately, the Los Angeles Times reported, citing sources familiar with the investigation, that the probe was launched in Sacramento based on information provided by whistleblowers. One focus of the investigation centers on the tax filings of Jennifer Siebel Newsom, according to that reporting. The other involves former Newsom chief of staff Dana Williamson, who pleaded guilty last month to conspiracy to commit bank and wire fraud, filing a false tax return, and lying to an FBI agent.

Additionally, earlier this month, Newsom agreed to pay a $31,500 fine related to political donations after a state ethics watchdog found he missed deadlines to report millions of dollars in corporate donations he steered toward the 2025 Los Angeles wildfires recovery effort.

As of Monday afternoon, Newsom and his wife had not received subpoenas, according to a report from ABC7 in California. His office described the DOJ as "chasing conspiracy theories." The Justice Department declined to comment. The White House referred inquiries to the DOJ.

Who Is Jennifer Siebel Newsom?

Jennifer Siebel Newsom, 51, is a documentary filmmaker, actress, and advocate who has served alongside her husband as California's "First Partner" — a title she adopted in 2019 to emphasize gender inclusivity over the traditional "First Lady." Siebel Newsom met Gavin Newsom in 2006 on a blind date, and the couple married in 2008 in Montana. They have four children together. She has become an increasingly visible presence on the national political stage — appearing alongside her husband at campaign events, taking pointed shots at Trump at press conferences, and attracting attacks from conservative media and Trump allies.

Newsom was pointed in his defense of her on Monday. "If they can't intimidate me, they'll go after the mother of our children," he said. "Donald Trump picked the wrong target. We have nothing to hide."

Newsom's Response: A Campaign Rally, Not a Crisis Press Conference

What was striking about Monday's announcement was not its content but its tone. Newsom did not appear chastened or defensive. He accused the administration of "abusing the grand jury process" and demanded records and "random documents" without legal basis.

"You can subpoena my records. You can investigate me. You can harass me," Newsom said. "One by one, anyone who has challenged Donald Trump has ended up on his hit list. And today, I proudly join that list." 

The framing was deliberate and politically calculated. For a politician building toward a 2028 presidential run, being investigated by the Trump DOJ is not necessarily a liability — in Democratic primary politics, it is potentially a credential. Newsom knows his audience.

The Legal and Political Context

The tension between Newsom's political framing and the factual record of the investigations creates a genuinely complicated picture that resists easy partisan categorization.

On one hand, the involvement of California-based prosecutors acting on whistleblower information — rather than a Washington directive — suggests the investigations may have legitimate, independent origins. Dana Williamson's guilty plea to serious financial crimes is a real legal development, not a political fabrication. The ethics fine over unreported corporate donations is documented fact.

On the other hand, the Trump administration's pattern of using the Justice Department to pursue political adversaries is well-established and well-documented. Letitia James, who led the New York attorney general's case against Trump's business empire, faced federal scrutiny after Trump took office. James Comey was audited by the IRS in what a federal judge later described as a statistically remarkable coincidence given his profile as a Trump critic. His governorship ends in January 2027 — California's constitution bars him from a third consecutive term — removing any political reason to delay a formal announcement beyond early 2027. Until then, he occupies a unique political space: too prominent to be ignored, too unannounced to be attacked as a formal candidate.

The DOJ investigation, whatever its merits, forces Newsom to play defense on one front while giving him fresh ammunition on another. It will dominate news cycles in the near term, potentially crowding out other Democratic voices. It gives him a direct, personal Trump-versus-Newsom conflict narrative that plays extremely well in Democratic primary fundraising and grassroots organizing. And it allows him to present himself not merely as a critic of Trump but as a target — which, in the current Democratic political environment, carries its own form of credibility. 

The risk, of course, is that the investigation produces something. If Williamson's cooperation leads prosecutors to evidence of wrongdoing by Newsom or his wife — financial irregularities, abuse of nonprofit funds, anything with substance — the political calculus reverses entirely. A governor under active federal investigation is a far weaker 2028 candidate than one who can credibly claim political martyrdom.

For now, Newsom is betting on the latter. And judging by Monday's statement, he intends to make the fight as loud and as public as possible.

What Other 2028 Candidates Are Watching

Every other potential 2028 candidate — Democratic and Republican alike — is watching Monday's development carefully and drawing their own conclusions.

For Democrats like Josh Shapiro, Gretchen Whitmer, and Pete Buttigieg who might benefit from a weakened Newsom, the investigation creates a delicate calculation. Attacking a fellow Democrat who is framing himself as a victim of Trumpian persecution is politically treacherous. The 2028 presidential race is still more than two years away. But Monday made clear that it is already underway — and that its contours will be shaped not just by polling and policy, but by the aggressive, personal, and unpredictable conflict between Donald Trump and the governor who has made a career of provoking him.
